Climate change adaptation — Requirements and guidance on adaptation planning for local governments and communities (Edition 1, 2026)

What is ISO 14092:2026?
ISO 14092:2026 climate change adaptation planning for local governments and communities is an International Standard that provides practical guidance for planning climate change adaptation at the local scale, where climate impacts are directly experienced.

It offers a structured, step-by-step framework to help organizations:

Define governance and responsibilities
Engage stakeholders effectively
Assess and prioritize climate risks
Design and implement adaptation measures
Monitor progress and improve plans over time
ISO 14092:2026 replaces ISO/TS 14092:2020, elevating the guidance from a Technical Specification to a full International Standard and including updated guidance and an additional annex supporting implementation of adaptation measures.

The standard supports the full adaptation planning cycle, from climate risk understanding to implementation and continual improvement.

Why is ISO 14092:2026 important?
Climate risks are no longer theoretical. Floods, heatwaves, droughts and coastal erosion are affecting infrastructure, essential services, livelihoods and investments.

While many adaptation strategies exist, implementation often remains fragmented, under-resourced or difficult to operationalize. Access to adaptation finance increasingly depends on clear, evidence-based planning processes supported by transparent governance.

ISO 14092:2026 helps turn climate risks into structured, locally grounded adaptation action.

It provides:

A common, internationally recognized planning framework
A structured path from risk assessment to implementation
Support for cross-sector coordination and stakeholder engagement
A basis for continual improvement over time
The standard is voluntary and applicable across sectors. While tailored to local governments and communities, it is relevant to any organization operating locally or managing location-based climate risks.

Benefits
Translate climate risks into structured, actionable adaptation plans
Strengthen coordination across services, infrastructure and stakeholders
Improve credibility and readiness for adaptation investment and support
Support continual monitoring and improvement of adaptation efforts
Align local planning with national and global adaptation priorities
